4. Objectives of the project

Investing to build Road Canal 5 project is a part of construction goal in phase of traffic planning period to 2010. Road Canal 5 is the road axis of  urban  area  which uninterruptedly  connects with transport systems outside urban areas and develops projects in Tan Phu Trung Industrial Zone, Cu Chi Golf 36-hole project. Accordingly, construction implementation of Road Canal 5 as follows: expansion of existing roads about 60m road-line planning.

9. Information on the project site

9.1. Location

- Location specific: In the North-West Metropolitan Area Authority,  Cu  Chi  district (The line goes through two communes of Tan Thong Hoi and Tan Phu Trung)

- Length of route: 2,975 m; road about 60m;

- Limit scope of the project as follows:

+ The first project: Channel No. 5 position shed Thay Cai canal.

+ The end of the project: Route 22 (beach location showcases sculptures Tan Thong Hoi Commune).

• Contact area:

- There is National Highway 22 route crossing through, the arterial routes to the neighboring provinces of Tay Ninh, Long An and Phnom Penh Capital (Cambodia).

-  Thay  Cai  and  An  Ha  waterway  canals  are significantly important waterways.

Distant from the Project to the city center and Tan Son Nhat Airport is 25km

9.2. The state land

- Type of soil: Mainly agricultural land

- Clearance Status: Not yet clearing

- To have construction land area, it needs to do clearance of 08 one-storey brick houses with a total area of 548m ² approximately.

9.3.Electricity: 100% of residential households using electricity directly from the national grid. The level of electricity to meet the requirements for production is 100%.

•  Current  status  of  the  grid,  power  system planning and power supply:

+ The state grid construction areas can be divided into 02 sections as follows: Clips from Thay Cai Canal to East Canal has emerged 22KV medium-tension lines along the right side of the road,  along the canal on the right side of Canal 5; From East Canal to National highway 22 is rice field area without electricity.

9.4. Water

A. Status of construction areas: no drainage systems, rain water run-off on the field area and focused into a ditch route running along the canal 5 from National highway 22

B. Construction areas without water supply systems; water is mainly surface water and groundwater

+ Surface water: surface water mainly due to the  communal  rainwater  and  water  from  the canal flows through the town. Canal system has provided good drainage service for agricultural production.

+ Groundwater: survey results showed that the area has three aquifers. At low level: depth from 40 - 100m exploitation by industrial wells may flow from 50 to 100 m3/hr; at average level: with depth of 10-40 m can exploit traffic from 10-30 m3/hours flow; at high level: from 5 to 10 m depth is exploited by traditional wells accounts for 5 to 10 m3/hr flow. Groundwater resources are the most important source of water supply for daily life and industrial production of the inhabitants.

9.5. Communication services

Existing services: Telephone, fax, postal and Internet. Each village has a point of communal telecommunications service, with internet access to the village.

Therefore, the people here are very convenient in communication, understanding and information exchange.

9.6. Communications

There are many investment projects on roads in the province. Status of project areas:

• Canal 5:

- The Canal width of about 15 ÷ 18m;

- Height of the bottom canal of about -0.20 ÷ -1.55.

• Route along the canal number 5:

• Average width of the road is 5m;

• The structure of: the land is largely covered, some with the red gravel but has deteriorated, elephants appear harder;

• The height of the moving average of about 1:35 ÷ 1.55.

• Canal section from east to National Highway 22 (QL22), the status area is built fields growing rice and vegetables of all kinds (melon, corn, etc.). Average elevation of terrain is between +0.90 to +9.80.

9.7. Waste disposal systems / wastewater

+ Solid waste is collected and handled according to regulations, but not so thoroughly. There are still many open-spontaneous landfills in residential areas may be relocated.

+ Waste water discharged into the environment to meet the requirements. Localities and some farmers   and   business   establishments   have not complied with the regulations on exhaust emissions. The operational production facilities produce   wastewater   without   treatment   into the canal, has a great influence to the farming activities of people and polluting the environment. The litter is not prescribed places lead to serious pollution on canals, affecting surface water quality. However, some localities still farms and production facilities business does not comply with regulations on waste discharge.

9.8. Human Resources: labor force are plentiful, mostly employed in agriculture, forestry and fisheries.

 

10. Priority policies / Conditions

Incentives for enterprises to implement road construction projects along the Canal 7 (In the form of B.T contract)

- To enjoy preferential import tariffs for goods imported for the construction of B.T under the provisions of law;

- B.T enterprises are exempt from land rent and land use fees for the area used for construction of B.T during construction;

- Loose monetary policy, credit and stimulus packages to support the Government’s interest;

- Corporate income tax for other projects depending on the applied field and investment areas in accordance with the provisions of investment law and the law on corporate income tax.

 

11. Market analysis - the necessary for investment

Ho   Chi   Minh   City   North-West   Metropolitan Area  Authority  has  been  approved  by The People’s Committee of Ho Chi Minh City with the construction rate of 1/5000 in Decision No. 4919/QD-UBND October 29, 2009.

Construction rate 1/2000 detailed plans of functional areas is currently completed and submit to approve.

In order to : accelerate the construction of technical  infrastructure,  essential  infrastructure as a foundation for the development of Ho Chi Minh City northwest urban areas, especially the construction, operation and management projects of new infrastructure, particularly roads in urban areas;   connect,   synchronous   development with the development of major projects in urban areas, which is being implemented to construct and put into operation, use; create a connection of transport infrastructure projects in the urban area with a smooth outer boundary of the North- West Metropolitan Area Authority.

Canal 5 Road is the main path of urban, it has uninterrupted connection with transport systems outside urban areas and development projects in Tan Phu Trung Industrial Zone, Cu Chi 36- hole golf course projects, which is 200 ha and total investment of $ 42.6 million, has started to construct from 25/7/2008, scheduled for completion in 2012 and put into operation, use (withdrawing, site clearance and handover to investors 196/200 ha).

However, the current status of this road is dirt roads with a width of only about 2 meters, has limited movement and circulation of vehicles are motorcycles;  put  pressure  on  urban  transport development of the residential area Northwest marketing and circulation for automobile vehicles. The project is implemented will solve sanitation problems; prepare transport infrastructure and systems technical infrastructure to meet the needs of future development in the northwestern region. At the same time, the project also helps improve the landscape, better service the needs of students thereby improving their spiritual life in urban areas, and promote economic development.
